The Child Safeguarding Practice Review Panel Results

BSCP recently attended the first Child Safeguarding Practice Review Panel Round Table. The CSPRP are a government independent panel commissioning reviews of serious child safeguarding cases, they oversee Local Child Safeguarding Practice Reviews (formerly Serious Case Reviews) nationally. From the CSPRP 2020 Annual Report there were 6 key practice themes to make a difference:

  • Understanding what the child’s daily life is like
  • Working with families where their engagement is reluctant and sporadic
  • Critical thinking and challenge
  • Responding to changing risk and need
  • Sharing information in a timely and appropriate way
  • Organisational leadership and culture for good outcomes

The Child Safeguarding Practice Review Panel have found that learning for change happens at these levels:

  • An individual changes his/her practice in response to new learning
  • A group, whether a professional group (i.e. a community of health visitors, nurses, police officers etc) or a constructed group (a set of professionals working in a particular area), make changes to their practice in response to new learning
  • The system as a whole, (multi-agency leaders across health, social care, education, legal and law etc) agree whole system change to address safeguarding needs more effectively and therefore, make changes to practice as result of new learning
2020 In Figures
  • 482 serious incidents notified to the Panel, relating to 514 children (35% children under 1, 30% 15–17-year-olds)
  • Neglect featured in 35% of all incidents. Domestic abuse was a background factor in 40% of incidents
  • 267 serious harm incidents, 22% of which were Non-Accidental Injury (NAI)
  • Parental mental ill-health featured in 146 incidents, 78% relating to mothers. In 16% of incidents the child had experienced mental ill-health
  • In 51 incidents involving risk-taking or violent behaviour, 75% of them had gang-related activity or County Lines as background factors, although these were not the primary cause of serious harm.
